Based on all this numerical evidence presented in this investigation, the organizations consider that the dependence between the discriminatory narrative (stigmatization) and human rights violations (arbitrary arrests and criminalization) could indicate the existence of the crime against humanity of persecution, Therefore, the Venezuelan authorities, including at the highest level, must be investigated to determine their criminal responsibility in these events.
